Patriotism, Cosmopolitanism, and the Politics of Global Identity

One of the concerns of the world political theory is the conflict between cosmopolitanism and patriotism. Patriotism and Cosmopolitanism on the Boston Review magazine article discusses the question of whether individuals need to associate themselves with their nation or the whole human race. The cosmopolitan philosophers are stating that people have a moral obligation to everyone regardless of the borders of nationalities. The world issues such as climate change, protection of human rights and refugees, in this perspective, require unity beyond the individual states. Conversely, defenders of patriotism feel that political duty and democracy is best applied to the national community where its members are bound by a national institution, culture, and political responsibility (Boston Review, 2019). It is in the world of politics that this opposition of national loyalty and world responsibility has been more pronounced today. Although globalization has created stereotypical economical and technological connections between countries, political affiliations and loyalty are clearly cemented in communities of nations
The cosmopolitanism is based on the reality that everyone belongs to a greater society in the world. According to philosophers such as Immanuel Kant, moral demands are not restricted by the national borders because all human beings are equal when it comes to human dignity. This notion has acquired relevance in the globalized world because most of the crucial issues of the contemporary climate change, pandemics, economic disparities, and migration are global in scope and cannot be solved by a single country. One of the examples of cosmopolitan problems is climate change. The amount of carbon emitted by one country will affect the entire world and hence the solution to the problem will require international involvement through signing of global treaties such as the Paris climate accord. Similarly, international agencies such as the United Nations and the World Health Organization may also be regarded as means of pre-planning the reaction to the international crisis. However, cosmopolitan ideals which are supposed to oppose the truth of politics are contradictory with such global predicaments.
Cosmopolitanism places value on the universal human duties compared to patriotism where the main emphasis is placed on devotion to the nations. Common language, culture, political establishments and historical experiences are used as the basis of the national identity. These relations establish strong emotional bondages which dictate politics and democracy. The article by the Boston Review is indirectly arguing the same point that these attachments make it difficult to replace the concept of patriotism with the pure global identities. Human beings are more responsible to the members of their political community because they belong to the same political institution which can offer democratic check and balances and make decisions jointly (Boston Review, 2019). This is among the factors that have enabled nationalist politics to become powerful in most regions of the world in the recent years. In the times of globalization, many voters believe that the governments should look at the interests of its citizens prior to exploring international matters.
The tension between the patriotism and cosmopolitanism is still being felt in the international politics as witnessed by the recent world events. One of them is the global response to the Russian invasion of Ukraine. Cosmopolitan ideals provide that the countries will collectively enforce international law and human rights, by opposing aggression. Many western democracies punished Russia economically and offered political and military support to Ukraine in order to defend international standards. Not all the countries responded in that way. Several states- India, Brazil and South Africa chose to be more neutral in their stand. (BBC News, 2024). It is an illustration of the impact of patriotic elements on the foreign policy decisions. Another example is the global migration politics. Wars, natural calamities and economic depression have displaced millions of people. The cosmopolitan perspectives emphasize on human rights to refugees and displacing masses. However, the many governments have implemented more restrictive immigration policies due to the pressure to make immigration policy stricter on the domestic level and the concern of national identity or economic competition. According to the position of the United Nations High Commissioner of Refugee, new levels of the displacement phenomenon were observed in the world in recent years, and that is why the humanitarian care priority and the national sovereignty conflicted (UNHCR, 2024). The third example was released in the time of COVID-19 that highlighted the flaws of international collaboration. Ideally, the international response to global health crisis requires global response. In practice, the majority of countries would make sure that their national populations are vaccinated prior to them being able to sell vaccines to other countries. That is what is usually called vaccine nationalism and it demonstrated the ways in which the national political interests are likely to override the cosmopolitan ideals of global togetherness (World Health Organization, 2023).
National identity has not been eradicated by globalization. Globalization has instead produced a crazy political landscape whereby societies are entwined to an in-depth level yet, still controlled by nation-states. The concept of cosmopolitanism offers a relevant conceptual framework to tackle the issues of globalization of challenges, but still, patriotism prevails in decision-making in politics due to the fact that the institution of democracy and nationality is predominantly national. Consequently, contemporary politics tend to involve a concession of shared actions across the world and national accountability.
Patriotism and cosmopolitanism debate argues out one of the most important contradictions of the idea of globalization. In as much as issues of global concern demand international collaboration which extends beyond the borders, political devotion and democratic responsibility still lie at the national communities. Instead of substituting the concept of patriotism, globalization can even contribute to the national identity being even more significant as societies tend to maintain the level of political independence and cultural heritage. This tension is useful to understand most of the modern political processes and proves why balancing the national interests and global responsibility has been one of the most characteristic issues of international politics even today.
